3 tbsp Meringu Powder
4 cups confectioners sugar
6 tbsp warm water.

Directions:
- Make sugar cookies directions here.
- Fill treats. Fill one cookie with jellybeans/mini M&M chocolate/candies
- Use tip #5 to pipe a line around rim of candy-filled. Place second cookie on top seal & pipe additional line around edge.
- Decorate bow, use tip #46 & x'mas tree, use tip #16 on top of cookie treat. Let dry until set.
